New "Foreign Minister" in the Vatican? --- Continuing Reassignments by the Pope

(Vatican) Pope Francis is preparing for the renovation of the Vatican "foreign ministry". The former "foreign minister" of the Holy See, the French Curial Archbishop Dominique Mamberti  will probably  be dismissed. While the overall reform of the Roman Curia is still written in the stars, Pope Francis is making more heads of Benedict XVI's  Curia roll. A few days ago  the Curial Cardinal Prefect Cañizares, then the secretary of the Congregation for the Clergy, was hit. Another of his Prefects, Cardinal Mauro Piacenza, had to vacate his seat a year ago.

In mid-September,  the C8-Kardinalsrat , formed by Pope Francis as an advisory body for the reform of the Curia and the management of the world Church will meet. In the beginning of July  it's been the fifth meeting of a C9-Council, since  Cardinal Secretary of State Pietro Parolin  then was also added to the C8-Council. A formal act of the membership of the Cardinal Secretary of State in this body, has not yet taken place, as the Vatican expert Sandro Magister mentions.

It will be at the sixth meeting of this committee. The seventh meeting follows from 9-11 December and the eighth meeting on 9-11 February 2015.  The work of the Cardinal Council  still seems to be in the preliminary phase. "There are no designs for a new apostolic constitution," said Vatican spokesman Father Federico Lombardi at the end of the fifth meeting, "It takes time."

The "ruling bishop of Rome" (Sandro Magister)  already related soon after his election  that he did not intend to wait for the reform of the Curia to make personnel decisions.  It had been expected for months when on August 28th, the removal of the Spanish Cardinal Cañizares Llovera of the Roman Curia took place.  Cardinal Cañizares was   Prefect of the Congregation for Divine Worship under Benedict XVI. and became a supporter of the "reform of the liturgical reform". He had a close relationship to the Church understanding of the German Pope, which he shared with Cardinal Mauro Piacenza. Too close for  Pope Francis.  He  "promoted" the "little Ratzinger", as the Cardinal is known for his bodily stature, who is content but not necessarily aptly, called back to his home and named him Archbishop of Valencia, after all, "one of the most vibrant Dioceses of the Iberian Peninsula," says Sandro Magister.

What responsibilities will remain the Congregation for Divine Worship?

Officially, Francis Pope had the transfer not imposed, but only responded to the wishes of the Cardinal to want to accept "the smell of the sheep". Cardinal Cañizares that, if they did, "dear Madrid would have preferred Valencia, is a different story," said Master.

A successor to Prefect Cañizares  of the important Congregation of Divine Worship and the Discipline of the Sacraments has not yet been appointed. According to Spanish media reports, the return of another high prelate to Spain is imminent, who currently holds a leading position in the Roman Curia. It is Curial Archbishop Celso Morga Iruzubieta. The priest of Opus Dei has been since 2010 the Secretary of the Congregation for  Clergy . Now he is to be Coadjutor Archbishop in the Archdiocese of Merida Badajoz in Extremadura.

Vengeful Bergoglio

Or is Pope Francis denying Mamberti  the cardinal's purple, as he is - in spite of unwritten law - the Archivist and Librarian of Holy Roman Church, rejected Curial Archbishop Jean-Louis Bruguès? The French Dominican Bruguès had, as Secretary of the Congregation for Education (2007-2012), skirmishes with the rector of the Catholic University of Buenos Aires, and was discharged  Victor Manuel Fernández. Fernández is considered a "foster son" of Jorge Mario Bergoglios,  and he was -  just as soon as Bergolio was elected pope - quite unusually, immediately promoted him to  Archbishop, while he avenged  himself on Father Bruguès for his criticism of Fernández.

Pope Francis justifies his appointments  in the Diplomatic Corps of the Vatican on renewal. For this reason, it seems very likely that the successor of Mambertis will come from the ranks of diplomats. It is likely he will also be  valued by Cardinal Secretary of State Parolin nuncio.

With the exception of the two French Archbishops Mamberti and Cardinal Tauran and  Poland's Wlodzimierz Czacki at the end of the 19th century,  all were the "foreign minister" of the Vatican in Italy. Just  as both the Cardinal Secretary of State and his substitute, the Sarde (Sardinian) Curial Archbishop Giovanni Angelo Becciu, come from Italy, it seems unlikely that the third high position in the State Secretariat is to be staffed by an Italian. "Unlikely, but not impossible," said Sandro Magister.

Liturgical "Sensibility" of Pope Francis Leads to the Demotion of Cardinal Cañizares

(Rome / Madrid) It had already been written for a few days. Now the confirmation has been made. Pope Francis today named Archbishop Carlos Osoro of Valencia as the new Archbishop of Madrid. The deposition of Cardinal Antonio Cañizares Llovera, Prefect of the Congregation for Divine Worship and the Discipline of the Sacraments by Pope Francis was already expected a few weeks after the recent conclave. Now the Argentine Pope is sending him back to Spain as the new Archbishop of Valencia. The decisive factor is not in the move, the in rank is more like a demotion, but a reposting away from Rome.

So, this is the  second dismissal of a prefect of the Roman Curia, which was expected by observers since the late spring of 2013. With the election of a new pope all offices of the Roman Curia are forfeit.  In the course of his staff restructuring of the Curia, Pope Francis removed those two from a total of nine prefects. Their understanding of the Church was the closest to Pope Benedict XVI. Cardinal Mauro Piacenza was already  replaced as Prefect of the Congregation of Clergy on September 21, 2013. Today, even the delicate department the Holy Liturgy and the Sacraments follows. Delicacy, not least because of questions as to how Pope Francis has exhibited low liturgical sensibility.

Liturgical Abuse for Francis is No Offense? - There is Already the Liturgical Dignity of the Old Rite  

While the Pope previously confessed no connection to criticism the widespread liturgical abuses especially in the West, he had repeatedl incomprehension, yes even a recognized aversion to the traditional Roman Rite, especially against the faithful who adhere to this rite.

That there would never have been a  Motu Proprio under Pope Francis, Summorum Pontificum, with which Pope Benedict XVI. 2007, corrected the liturgical reform of 1969, the imbalance in the innermost core of the faith and gave the traditional Rite far reaching rights of citizenship and equal rights in Church law again in addition to the Novus Ordo, is not doubted in the even more broad environment of the Argentine incumbent.

Cardinal Piacenza and Cardinal Canizares Whom Pope Francis deposed as prefect of a Roman Congregation

Cardinal Cañizares was connected with the effort of Benedict XVI.  to strengthen the sacredness of the liturgy and to reinforce this effort mainly by the appreciation of the traditional Rite. Benedict XVI. not only ended the monopoly of the Novus Ordo, he put it  under pressure through the Vetus Ordo. In fact, the papal action bore immediate fruits worldwide. A process that  has been increasingly put to a halt by the election of Pope Francis. Critics have blamed Cardinal Cañizares, of scarcely responding to liturgical abuses in the Novus Ordo.

Lack of Understanding of Liturgical "Restoration"

With personal integrity, but not particularly combative, the cardinal celebrated several times in the traditional form of the Roman Rite, as well as in autumn 2012 on the occasion of the first International Pilgrimage of Tradition to Rome . It was the first time since the reform of the liturgy that it was celebrated at a main altar of St. Peter again in a larger scale Sacrifice of the Mass in the Old Rite.

Cardinal Piacenza had just turned 69  at the time of his dismissal. Cardinal Cañizares is 68. Neither the one nor the other cardinals were close to retirement age. Both were, as it is custom of the Church, resigned with melodious and prestigious offices.  However, the key point to the line-up of changes, is the underlying directional decision. Pope Francis wants to correct the pontificate of his predecessor, Benedict XVI not only by gestures but by facts. But  that is why he was ultimately chosen.

Detente with Prime Minister Rajoy?

Antonio Maria Cardinal Rouco Varela, the former Archbishop of Madrid,  is retiring  from office because he has reached the age limit.  As usual under Pope Benedict XVI. he  left him two years longer in office. It was just another year, because Pope Francis wanted to take sufficient time  for this personnel decision. Spain plays a more important role in the Spanish-speaking world, to which Argentina is one,  than other European countries.

Cardinal Rouco Varela was a determined opponent of the socialist Zapatero government and its social policy. Because of his personal weight and as chairman of the Spanish Bishops' Conference he exercised a decisive influence on the appointment of bishops in Spain. Politically, he was close to the right wing of the bourgeois Partido Popular (PP). But that's not currently the acting Prime Minister Mariano Rajoy, whose search for a  majority would prefer a quiet Church.

„Doppelgänger“ of the Pope Will be New Archbishop of Madrid

(Madrid / Rome) Archbishop Carlos Sierra Osoro of Valencia will be the new Archbishop of Madrid. This is apparently confirmed by  Spanish government circles, according to Spanish media. An official appointment by Pope Francis has not yet been posted. Will Antonio Cañizares Llovera, who is Cardinal Prefect of the Congregation for Divine Worship be appointed as the new Archbishop of Valencia?

Archbishop Osoro, was born in 1945, initially working in parish ministry, was then rector of the seminary of his native diocese of Santander and at the same time vicar general of the same. He was appointed in late 1996 by Pope John Paul II., Bishop of Orense, promoted to bishop of Oviedo in 2002 and 2009 he was appointed by Pope Benedict XVI.  to be Archbishop of Valencia.

"I'm Neither a Conservative Nor a Progressive"

For the Spanish media, Archbishop Osoro because of a certain similarity, is considered to be a "Doppelgänger" of Pope Francis. When asked whether he was a "conservative or progressive,"  the bishop replied: "Neither the one nor the other. It is certain that a man of the Church must be a man of dialogue. If it is progressive, it is to be faithful to the apostolic succession, like Benedict XVI. and before him John Paul II., to be a man of unity with the other bishops, to validly present  Catholic doctrine, and the Catechism, then I am progressive. "Catholic observers describe the archbishop as "sympathetic", "affable", "not partisan." He apparently has with that "all the properties that favor him for a career. A statement on his disposition and performance is thus did not connected," said José Francisco de la Cigoña.

Question of the Rite Must not be "Ideological"

As Archbishop of Valencia Msgr. Osoro has demonstrated particular attention to the poor. The promotion of priestly vocations has led to an increase in the numbers of seminarians. In the last academic year, there were 17 new entrants. Regarding  the traditional rite, the Archbishop of Valencia said: "The extraordinary form of the Roman Rite was the Apporbation of the Pope to the Ordinary form. There is no problem. Where there is a need, you only need to ask. But you can not consider the rite ideologically: Progressive and Conservative. It is important to recognize the doctrine of the Church, which is able to unite Christians of different sensitivity in the same Mass. "

Who Follows as Archbishop of Valencia

Since 2014, Archbishop Osoro has been  Vice President of the Spanish Bishops' Conference . The transfer to Madrid has predestined him in the next term of office for the presidency of the Bishops' Conference. Meanwhile, in Spain there is speculation as to whether Cardinal Antonio Cañizares Llovera, Prefect of the Congregation for Divine Worship is to be appointed as the new Archbishop of Valencia. The speculation about the Spanish Cardinal has been engaged since the recent conclave because of the not very pronounced sensitivity of Pope Francis for the liturgy. It has encouraged them, because the Pope  Cardinal Canizaresas is the only prefect of a Roman Congregation who has not yet been confirmed in his office.  Cardinal Cañizares comes from the Province of Valencia.

Sign of Peace Yes, But Without Confusion --- Pope Francis Corrects an Abuse

(Rome) The sign of peace in the New Roman Rite caused quite a mess. It is limited in the Old Rite only to the chancel and is exchanged in a dignified, unobtrusive way, it was expanded in the new rite to all participants in the Mass. With the right numbers, some believers and priests have their hands full. The greeting of peace will remain with the new provisions in the same place in the Holy Mass as before, namely shortly before communion. However, there are abuses to be corrected, which have crept in since the liturgical reform.

In some parishes, there is the greeting of peace, great confusion up to the point of a new year's party. Some of the faithful, but also priests,  mistake the liturgical greeting of peace with the bourgeois greeting habit and decide that they   want to welcome as many attendees as possible. Some priests even leave even the sanctuary, to go into the nave and shake a lot of hands. In some places Small Talk is entertained, which leads to the trivialization of the sacredness of the Mass. The greeting of peace should be the unexcited  symbolic gesture to bystanders in the neighboring pews, but not around all sides, those accessible front and rear. At the papal Mass in Bethlehem last 25 May, the  Muslim Palestinian President Mahmoud Abbas was curiously nearby at the sign of peace with the Pope on the altar  to visibly exchange an embrace. [The embrace implies mutual orthodoxy.]

In contrast, the Congregation for Divine Worship now has intervened under its Prefect, Cardinal Antonio Cañizares Llovera. It has sent a circular letter to all bishops' conferences of the world. The circular is signed by Cardinal Cañizares and the Secretary of the Congregation, Archbishop  Arthur Roche and is reminiscent of the study on the subject, which was created as part of the Synod of Bishops on the Eucharist in 2005.

The circular cites the Congregation for Divine Worship, which Pope Benedict XVI. in the Post-Synodal Apostolic Exhortation Sacramentum Caritatis which wrote on the Eucharist as "the source and summit of the life and mission of the Church". The number 49 of the letter is devoted to the "sign of peace".

The Sign of Peace

49. By its nature the Eucharist is the sacrament of peace. At Mass this dimension of the eucharistic mystery finds specific expression in the sign of peace. Certainly this sign has great value (cf. Jn 14:27). In our times, fraught with fear and conflict, this gesture has become particularly eloquent, as the Church has become increasingly conscious of her responsibility to pray insistently for the gift of peace and unity for herself and for the whole human family. Certainly there is an irrepressible desire for peace present in every heart. The Church gives voice to the hope for peace and reconciliation rising up from every man and woman of good will, directing it towards the one who "is our peace" (Eph 2:14) and who can bring peace to individuals and peoples when all human efforts fail. We can thus understand the emotion so often felt during the sign of peace at a liturgical celebration. Even so, during the Synod of Bishops there was discussion about the appropriateness of greater restraint in this gesture, which can be exaggerated and cause a certain distraction in the assembly just before the reception of Communion. It should be kept in mind that nothing is lost when the sign of peace is marked by a sobriety which preserves the proper spirit of the celebration, as, for example, when it is restricted to one's immediate neighbours (150).

Benedict XVI. added in the footnote 150 added:

Taking into account ancient and venerable customs and the wishes expressed by the Synod Fathers, I have asked the competent curial offices to study the possibility of moving the sign of peace to another place, such as before the presentation of the gifts at the altar. To do so would also serve as a significant reminder of the Lord's insistence that we be reconciled with others before offering our gifts to God (cf. Mt 5:23 ff.); cf. Propositio 23.

Before the Offertory is also the moment in which the sign of peace in the Ambrosian rite takes place, which is in the ecclesiastical province of Milan.

The New Guidelines of the Congregation for Divine Worship

Liturgical Abuse: The Muslim Palestinian President Mahmoud Abbas at the greeting of peace with Pope Francis.

The circulars of the Congregation for Divine Worship, dated June 8 is approved by Pope Francis. On 7 June, the Pope received  Cardinal Cañizares in audience and approved the text to the Bishops' Conferences. It says that after consultation with the Bishops' Conferences about the greeting of peace at its previous location before Communion they are to make no structural changes to the Roman Missal.

At the same time, however, a number of practical guidelines would be adopted to remedy the abuses.

1) It is to be reminded that it is not necessary to mechanically invite the faithful every time to exchange the sign of peace. If it seems appropriate, one should pass it up.

2) It is recommended to improve the recommended procedures for the sign of peace in a new edition of the Missal by the Episcopal Conferences. A specific recommendation is here, for example, a more appropriate than familiar and profane gestures, to proceed with more appropriate gestures.

3) The Congregation for Divine Worship refers to the need that the following should be avoided in the greeting of peace: the establishment of a peace song which is non-existing in the Roman Rite; that the faithful leave their place; that the priest leaves the altar to enjoin some believers in the sign of peace. In addition, it is suggested to avoid that on special occasions such as high feasts of Easter, Christmas, baptisms, first communions, confirmations, weddings, ordinations, religious professions, requiems, the misuse of the greeting of peace to congratulate others, or express condolences to them.

4) The Bishops' Conferences are invited to develop liturgical catechesis on the importance of peace in the Roman Rite liturgy and on the correct procedure in the Holy Mass.

The circular already dated for June 8th was known about in Spain, where it was sent to all the bishops together with a letter of 28 July. "You will now see whether and how it is used: in Spain and elsewhere," said Sandro Magister of Vatican expert who introduced the matter.

Pope Accepts Resignation of Cardinal Rouco Varela -- Who Will Be the New Archbishop of Madrid?

(Madrid) The Apostolic Nuncio to Spain, Archbishop Renzo Fratini has informed the Archbishop of Madrid, Cardinal Antonio María Rouco Varela, that Pope Francis has accepted his resignation offer.

Cardinal Cañizares was appointed in 2008 by Pope Benedict XVI.. For six years, he was in charge of Sacred Liturgy in the Congregation for Divine Worship. Previously, he was the Cardinal Archbishop of Toledo and vice chairman of the Spanish Bishops' Conference.

Cardinal Rouco Varela was appointed by Pope John Paul II as Archbishop of Madrid in 1994. From 1999-2005 and since 2008 he has been the chairman of the Spanish Bishops' Conference. In 2011 he hosted the World Youth Day in Madrid, in which two million young people joined Pope Benedict XVI. in  Eucharistic Adoration. In 2014 the Archbishop of Madrid was attacked by the unsavory political mercenary group FEMEN, which then wanted to demonstrate for the "right" to kill unborn children.

Unclear is also the future of Kardinl Marc Ouellet, Prefect of the Congregation for Bishops. Cardinal Cañizares was raised to the Prefect in 2009, Cardinal Ouellet, like Cardinal Piacenza, in 2010. If Cardinal Cañizares is actually replaced, an intention by Pope Francis of a change in direction from areas that were practically important to Pope Benedict XVI  will be confirmed.  Each pope is to appoint his own employees; however, each appointment is also a choice of direction, which will be slowed down,  which positions reversed or which to be promoted.

Cardinals: Liturgical Abuses Weaken the Faith

If Holy Mass is not celebrated according to the norms of the Church leads to the weakening of the Faith, say Curial Cardinals Raymond Burke and Antonio Canizares Llovera.

Unfortunately, many priests and Bishops regard liturgical departures from the prescriptions as unimportant, while they are actually serious abuses, said Cardinal Burke, the Prefect of the Apostolic Signatura.

Cardinal Canizares offered this view: "The participation in a Eucharistic celebration can enfeeble faith, if the Liturgy is not celebrated according to the norms of the Church," he said. This is true for the Ordinary and Extraordinary Forms of the Mass, added the former Prefect for Worship and Order of the Sacraments.

Many modern Catholics are of the view that Holy Mass is something they would do in common. Actually, this is something in which Jesus handles it, says Bux.

Cardinal Canizares Cites SSPX in Need to Reform Liturgy

Edit: Cardinal Canizares cites Archbishop Lefebvre.  "Some of the changes called upon by the Second Vatican Council are still pending..."  This is a possible motive for his reform, which he also says, is not synonymous with change.

Archbishop Di Noia has also sent out a letter to SSPX HQ in Menzigen, which then forwarded the letter to all of the priests of the SSPX.
